I hate that. My Vader face did that so many times. Every time it's followed2 days of sanding, wet sanding and respraying every color. It's never for any reason you can figure out. It's the top layer of paint drying faster than the bottom, sometimes because of interactions between types of paint, dust, humidity, who knows.
For matte, you can just do thinner coats, lightly misting it a little at a time. It's much trickier when you want to do gloss because it isn't glossy if you don't get it consistent and thick enough. The overspray from gloss is dusty.
