Can you tell from these photos if this looks like a good E-11 Blaster for 501st Approval, or even close?

A blaster is not required for Basic approval.
Your E-11 looks fine. It would pass, I'm sure. The Rubies is a standard basic blaster that many use due to the low cost and virtual indestructibility.
It can be improved even more with little effort or cost. The T-tracks on a Rubies are very rounded/curved and obvious from a distance. If you sand the tops flat it will make a big difference. Other mods would be plastic insets on the scope for reticles, drilling out the material between the scope rail and body, adding power cylinders and wire, filling in the screw holes, and using Plastidip on the t-tracks (no weathering on those per original prop because they were made of rubber and would not scratch).
