The 3rd Annual Outer Banks Halloween Parade of Costumes returns to Kelly's in Nags Head, NC for an afternoon of free, family fun, including a walking parade, costume contest, cosplay showcase, jack-o-lantern contest, and much more! Our Halloween Parade and Festival is the largest Halloween celebration in our area, on the Outer Banks, North Carolina.
