What do I need to do to sign up for Garrison Troops?

Have you put in for membership upgrade? Once you are upgraded you will see the event sign up page. Welcome aboard.

Ok how long ago did you request access? once we get you cleared you will see events to sign up for.

On 4/19 I received a response that said I had full access...I resubmitted early this week because I realized I hadn't received any new access after my initial request.
